Not so sure.
I used to do Puzzle Streak every day and was noticeable there were some 'rogue' puzzles at the low rating end - i.e. a puzzle that was noticeability more tricky than those around in the under 15 score range. These were a bit of a swine as they could easily trip you up as you race thru the trivial lower puzzles. In isolation the puzzle might be 'easy' but in a sequence of 'trivial' puzzles many will fail.
I came to the conclusion that LiChess feed NEW puzzles in at the bottom of the ratings.
Consequently one should always check how often a puzzle has been 'played'!
In my experience the OP's puzzle is too tricky for a level ~1000 puzzle, clearly 'rogue'.
